Goran Petrović was born on January 31, 1971 in Gornja Ržanica, municipality of Plav. He finished the secondary school and the two-year post secondary school of the Internal Affairs and he graduated from the Faculty of Law. He is Montenegrin.

He took up employment in 1989 in the Republic Secretariat of the Internal Affairs of Montenegro. From that moment until 2014 he carried out executive, expert and expert-management police, administrative, inspection, general and administrative tasks dealing with numerous positions, covering various forms of organization of that state administration authority. In December 2014, he was designated as the Chief Administrative Officer of the Capital City, with the consent of the Assembly of the Capital City, and undertook that function until December 2017, when the Government of Montenegro designated him as the Acting Secretary of the Ministry of Finance of Montenegro.

He has participated in numerous national and international seminars on the subject of safety, state and local governments.

He is married and has two children.
