Snežana Mugoša was born on February 8, 1978 in Nikšić. 

She finished elementary school and high school in Nikšić. She graduated from the Faculty of Economics in Podgorica in 2001. She obtained her master's degree at the same faculty in 2007 at the Department of Public Sector Economics.

She took up employment in March, 2002 in the Ministry of Finance as an apprentice in the Budget Department. From 2003 to 2007 she served as an advisor in the Macroeconomic Analysis and Cooperation Unit with international financial institutions. In 2008 and 2009 she served as an independent advisor in the Department for Public Investment Planning. From 2010 to 2013 she worked as an independent advisor in the Department of Local Self-Government, and in 2013 she became the Head of the Directorate for Monitoring the Budget of Local Self-Governments, Regulatory Agencies and Public Enterprises and Other Implicit Budget Obligations in the Budget Directorate. 

In mid-November 2017, she was designated as Acting Director General of the Directorate for Local Self-Government and State-Owned Enterprises.

She has taken part in numerous professional conferences and seminars on the subject of public finance, budget system, mid-term budget planning, public investment planning and numerous issues concerning local government finance.

She speaks English.

She is married and has two children.
